Possible to set length of time (time out) for a .gif?

I'm trying to make the following file
http://images2.layoutsparks.com/1/179157/flash-animated-different-image.gif
into one that, when opened, will time out in approx 15 seconds (not simply stop animating but disappear entirely from the screen).

I've tried this with ULead 5 and can't seem to find anything in the instructions or tutorials that accomplishes this.  Is this something that Scratch is able to do?

I have not downoaded or attempted to use Scratch yet. I'm very much a beginner at this stuff.

Scratch does not output animated gifs, sorry

one solution might be to make the last image blank
if the gif is non-repeating, it should appear to disappear


aka Pain from DragonSpires, Delrith Online, BotBattle, Urban Dead etc etc lol

Just to let you know, Scratch is a scripting program, not a paint editor.
