This block can be found in The Local Block Library. It is NEEDED for cutting sound, say you record a sound with too much silence before, you want it to play forever and loop over and over, but there is a silence in between, a LONG silence. This block allows you to cut the sound down so it has no silence AT ALL! The code is as simple as the play sound block! Say you are making a comedy, you want someone to say something from a song, you record the sound off the computer, but only the part you want, or so you thought. You find that actually, there is a word after where you wanted it to stop, a part of a word, or the music doesn't flow. You have to either restart for perfection, or have a not so good sounding, "..a-at leads to your door!" (Beatles the long and winding road). It is very annoying and you need it to stop, with this block you can cut out that first part and get a PERFECT cut! You could even put the whole song into scratch and just cut it to exactly, 7.25 - 13. (I timed it). Without this block, you have to either work hard and long, and may not get what you wanted, with the block, you get perfection!

Nice idea, but we want to keep most of the functionality of Scratch focused on scripts and sprites. Editing sound is best done in a sound editor, like audacity. Once you have the right clip (with the silences / etc. removed), you can just import it into Scratch and you're all set - without the need for another block. Cool notion though - and maybe we could get some of the same results by making a better Scratch sound editor.. hmm....

I shouldv'e added more points, you see, I get what your saying, but with this block you can also make the sound play from multiple places in the sound. For instance if you made a swifty movie you could cut different places so you had his voice, with the new scratch 2.0 sound editor, you can't duplicate, which means you would have to export then re import as many times as you need, though I get what you are saying, but in that case a duplicate sound button would be helpful.
Also it would be useful for some type of OS which would allow you to cut a sound which was imported.
