It is a website that you get sprites and can post sprites in the sprite requesting forums and i will properly put them up.

i don't know how to do that on weebly.
Also look at scratch resource that is the same but download for 1 sprite.

Scratch resources lets you not have to download a project, then export if needed (if you're going to use in a sig or something)
But puppet was probably referring to the spriters resources, with sprite sheets.
