Keep in mind, only a few countries who borrowed money from the US are actually capable of paying it back. A lot of poor countries in Africa have borrowed money from "rich" countries, but they can't pay it back and keep their economies running at the same time. It's quite sad, really.
It's basically lose-lose: if the US clears all the other countries' debts, there's no way their own debt will ever get better. But if they keep going the way they are now, the poor countries will remain poor...
What a world we live in...
