That's not what I meant. I meant people of any age could be mature, e.g. a mature 1 second old boy.

Are you saying you would let a 1 second baby be an administrator on your forum? Their brains won't even develop much until they are at least 3 years old! Even then they would still be unable to think rationally until they're taught.
