It only costs 40 dollars to buy a lab squirrel, 7 for spray paint, 3 for a cardboard tail and as for the electricity, you can find some jumper cables in your garage. Dont ask me why I know that stuff, it was for school.

What you have seen is not a lie. I have saw this once too, but somebody had just painted it. However, it is possible to ake some pokemon real by mixing DNA. E.g.:
Mouse + Electric Eel = Pichu and Evolutions.
However, it is considered animal cruelty of the highest level, but then animals could protect themselves O_o
