It's happened several times; it just depends if someone's got something to say in those forums. If someone does, it will highlight. If not, then that happens! 
Ever since Misc was killed, I've pretty much stopped going to Scratch Forums...

I've seen no new posts for over 30 minutes. Sometimes an hour! Frightening Stuff That.
My site Find someone post count. Click posts under username. Find number of pages. Times that by 40 for min and 60 for max and you have a rough estimate of post count.
