I was trying to create a block, following a project tutorial. I messed up a little, so every time I open scratch, I have to shift click the R and turn fill screen back on, so that scratch is the full screen. Even though it is still useable, I am getting sick of doing this. If I re download scratch, would my projects transfer? Thanks you for your response!

Oh, this horrible thing. Simply resave the image in fill-screen mode.

Anyway, to answer your specific question, your projects are completely unassociated with the program itself. You can move, delete and create projects without affecting the program, and vice versa.
Should you have to uninstall Scratch or reformat your computer one day, all you need to do is get the projects and copy them onto a USB Flash Drive. They're still there.
