As in they write a line like this: ________________________ after their post and then put in a copy/paste message underneath. It's not a real signature though, you can quote it and they can't have pictures in them.

Are you sure? And they're still a New Scratcher? Odd. Have you tried quoting them (you don't need to post the quote, just look at the BBCode of their quote)?

Because of the way the forum system is set up, New Scratchers who had signatures before the rule was put into place still have their signatures.

I don't think so - however, deleting the sig while under the status of "New Scratcher" would make the sig go away while enforcing the "no sig" rule.

I think it's actually unfair.
The reason is that it's fine to do it on other forums if it's in your sig, for example, ee.forumify.com . Well I guess that it's not that speific person's company, does that affect it?

Actually, from what I've seen, most forums don't allow it. In some extreme cases, some forums don't even allow links in the signatures at all.
Putting a commercial link, whether it's in a sig or a forum post, is what is considered to be black hat SEO spam; and most view it as illegal, if not an abuse of the forum itself.
