What file format are they in?  Make sure they are in a format that Scratch knows how to read like JPEG, GIF or PNG.  I like PNG best myself since it supports a transparent color.  I'm not sure all the formats that Scratch knows how to read but I do know those ones work.

I said, they're all in bitmap (.bmp) format.  I downloaded some of the multi-view characters from that German site. I could import a few into Scratch, but I can't get some of them (like, on average, every 5th?) to work.  The thing is, they work fine with other programs.  I've tried everything.

Something like 458.  But I copied a few of them into another folder, and the same ones still didn't work.

Never mind, I'm just converting all of the files to 256 color.
