So I download the latest citizens for minecraft and I have latest minecraft. SO WHY CANT I SPAWN NPC's?

Go ask the maker, I don't see why we should know.

If it is a Bukkit plugin, you might need to be an op, or get Permissions. If it is not your server, ask them if they will install that and give them the permissions for it. A lot of setting up... and almost everything uses it. If it is an SPC mod, I can't help you. Tell me if you need more help.
