I was in town, when there was road work.
There was a sign that said, "Made possible by the United Survivors of Homicide"

Is that possible?

Well, the Jews that survived in the concentration camps survived a homocide.

In my history book it said that 14 (I think) number of "attempted homicides" have taken place since 1914.

SHe doesn't know what homicide is. It means a murder. Attempted Homicide is Attempted Murder. Accidental death is not a homicide.

Either way, whether rufflebee meant death or murder it seems there'd be more than 14 murders for like 100 years...

Because he said that his textbook said there have only been 14 attempted homicides since 1914. It might have been true that he read of some 'attempted h-word' only being committed 14 times since 1914, but it was not homicide. Since he did not know what the word homicide meant, he put that in place of the other word, but only 14 attempted homicides occurring since 1914 is far from the truth.
