C#, it's the only one I know. But if you could choose any, I'd go for VBScript.

Try using SFML it will help u a lot
or DarkGDK (by The game creators) will be a good solution aswell .

No better way to learn than to apply it! Set yourself a goal, say a small game maybe? I got a book on the basics of C++ programming, but I've been looking at tutorials for OpenGL.

I have to say C#, it's also cross platform (or so I've heard), and has access to many libraries such as XNA.

Its crossplatform int he sense that if you use an IDE like Mono Or SharpDevelop But XNA will only work on computers with DirectX and the only other platform I know it can work on is the Xbox. As long as its not using a libary that is specialised to a certain platform, it should work on most.
