I might add that Scratch already has a variety of blocks that can preform a certain function if used properly.

Uh you can just use Suggestions for that... :S It doesn't happen too often, so a whole forum isn't really needed IMO.

As lightnin once said something like this,
keep one suggestion per thread, to limit the confusion.
Also, people can make their own threads for thier suggestions.
I see absolutely no purpose of this because any user can post a new thread.

Thanks for your interest in new blocks and expanding the capabilities of Scratch. But it's probably best if we keep suggestions as focused as possible by having a separate topic for each new idea.
