I have a question about the forums were they made with punnb hosting?

No, they weren't. PunBB Hosting uses FluxBB ( http://fluxbb.org/ ) which is what Scratch forum is. They modified some code to keep/add the frames on top ( Home | Projects | Galleries | Support ) and on bottom ( Contact Us, Privacy Policy, Terms of Use, etc ) and to add the blocks as well.

Actually, I do believe the developers installed PunBB onto their server and then modified the PHP to fit their needs...
