7.) Quality vs. Quantity.
Projects with a lot of effort and time put into it usually tend to receive more attention than the ones that are made in a minute. You get the point, so quality projects are way better than having a ton of projects that are pointless. Some role models you can look at are 08jackt, archmage, colkadome, kileymeister, etc, etc..
No offense, but I think 08's strategy is quantity, and reasonable quality.

Actually, I think 08's more like both quantity and quality. BUt, in this case, I'm trying to promote quality here to people who really want to be famous. You know what I mean?

I think you need both, you can`t get away with just making a few really good projects, because it`s likely it will take a lot of great projects before even one gets noticed.

Another strategy is to comment rudely on someones project and tell them how horrible it is. They will want to have revenge and will indefinitely click your user name and search through your projects until they find a bad one to criticize. Sadly, this strategy only works for getting views, not for getting love-its.
