The signature is for scratchers to use only. It is to express yourself or to advertise projects and forum posts.
New Scratchers cannot use it because not all New Scratchers understand or follow the rules, and may post inappropriate comments in their signature.
Anyway, welcome to scratch! There are many useful guides throughout scratch.
