It's a scratch mod... basically a more advanced version of scratch with more capabilities.

Hey Sammoe! I'm Sparks, one of the developers of Panther 
It's basically a version of Scratch with extra features, especially the ability to code your own blocks designed for Scratchers who know their way around Scratch very well and want to do more with it. You can read all about Panther on our wiki page or you can view the Panther website to download it, read the forum posts and download others' projects!
