colour effect does not work properly

on my project screensaver, it had a bug when i uploaded it, i set it to go rainbow, but when i looked at it online, it only showed 1 or 2 colours! i put this in:

[blocks]
<when green flag clicked>
<forever>
<change[ color ]effect by( 25
<end>
[/blocks]

it plays fine in offline scratch!
