I wrote this tutorial because I was trying to make a logo for one of my Twitter accounts and thought it might be useful to other people.
Here's what the finished product will look like (minus the "Project picker" text):
Step 1: Download the ScratchFont from here and install. (note that link goes directly to download)
Step 2: Make a new 198 x 60 Gimp image.
Step 3: Select the text tool, the ScratchFont, and the color ff8600. The size will vary. I used 32 for my size. Go ahead and enter your text now.
Step 4: Right click on the text layer that contains your previously entered text. Select "Alpha to Selection".
Step 5: Click Select > Grow > Grow Selection by two.
Step 6: Select the Fill tool. Fill the selection with white.
Step 7: Click Filters > Light and Shadow > Drop Shadow. In the Offset X box, type 2. Repeat for the Offset Y and Blur Radius boxes. Make sure the color selected is black. Click OK.
Step 8: Marvel at your amazing new Scratch logo-looking signature/logo/whatever.

When you make a new layer, it shows up in your "layers" window. Text automatically makes a new layer because it's dynamic, and can't be directly edited by drawing tools. If you right click on the new text layer that's been created for your text (it'll be named the text you typed in originally) you'll see an "Alpha to Selection" dialog, which basically selects your text.
And that was a bit of a long explanation for a simple thing xD.

Great little tutorial~
Although you can pretty much do the same thing with other fonts to stand out~
Another way to get that outline is to use the Alpha to Selection, and then go to Edit>Stroke Selection, and pick how thick the outline should be and voila~ Then just continue on with the drop shadow.

It's really cool, but doesn't the Scratch logo have a slight gradient to it? I'll figure out how to fix that...

You can add the gradient really easily, actually- go back to the text layer, alpha to selection again, then make a new layer called "text gradient" (or whatever), and use the gradient tool with the colors of your choosing. TADAAAAA!
