This sounds a lot like Search Engine Optimization spam (SEO). And, while it is very nice of you to think of Scratch, I'm pretty sure that Scratch doesn't get money for it's rating in search indices...because Scratch doesn't have any advertisers.
Of course, publicity is always valuable, even for a non-profit site (higher usage of the site makes a better argument for grant applications), and if you want to advertise Scratch on your own sites, that would be great. But (as you point out) don't do it on other people's sites

Please don't do this. Spamming is bad, and we will not receive any money from this, nor would we want to receive any money from spamming.
And of course, whenever anyone uses a Scratch account to make links to sites for the purpose of spamming, or increasing a site's page ranking, their Scratch account will be blocked. Even if we did make money from our members spamming other sites with our links (which we don't) , we wouldn't want them to do it. Spam sucks.

Wait I said in a forum where it's ALLOWED to spam, e.g. a private forum just for me.
