The projects are to show your character/shop/map and that sort of stuff. You use the comments to Roleplay, Fight, Buy and Sell stuff from a shop.

Actually, roleplaying isn't allowed inside the Scratch website. I know things like WOTF have been made, but it clearly states here that chatrooms of any kind are restricted anywhere on the Scratch website. Sorry.
Like it says in the thread, you can make your own website with forums for roleplaying. Loads of people do it. The best website for that is Webs, which is free, easy to use and has some excellent themes. I'm in the middle of constructing my own right now.

If you know what Roleplaying is, it isn't just chatting, it's controlling a character. Though the roleplaying should be placed on some other site.

I know it isn't just chatting, but if you click the link, it mentions roleplaying as well. It counts as chatting, and like it says in the thread, the moderators already have enough to deal with on the Scratch forums and the rest of the website without having to keep an eye on the roleplaying as well.

Yes, that's the case with chatrooms - but RPGs aren't chatrooms. 
BTW, the Scratch Team does know about gallery RPGs - they don't mind them (they find them really fascinating, actually). Gallery RPGs aren't restricted
I'd use the RPG forum in the TBG forums to RP, though. ^^ (The forum is here).
