No they actullay didn't
Technically not, it was set say it was registered in 1999 (it was actually created in 2011) but the Scratch Team did make it themselves.

he/she did'nt hack in 1991. He/she threatened on 2007 so he/she cant have threatened in 1991. He/she joined in 2008. Anyway i don't even think he/she knew how to hack.

Eh, I think this April Fool's Joke has been lingering longer than it's due date.
The real Kaj was a user in 2007 who made hacking threats, and these threats became so overblown that the idea of Kaj became like that if a mythical bogeyman than anything.
The account KajTheModerator was a joke account made by the Scratch Team for April Fool's 2011 (hence the unusual sign-up date for that account).
