How does this Friend/Ignore thing work?
Offline
Friend: you can see their newest projects on the front page and it means they are your friends.
Ignore: hides their posts and comments.

You can add someone to your friends list by going to their userpage (you can get there by clicking on their username on comments, projects and forum posts ), and clicking "Add to Friends" in the top left, under their name and icon. This lets you see their latest project on the front page, so you can see which of your friends have made projects most recently.
The "ignore" list is used to hide the comments and projects of a particular user from you - for example, you might choose to block someone who has made rude or mean comments/projects (although it's a good idea to flag that sort of thing - that way, the Scratch Team can deal with it, and you'll be helping to keep Scratch a friendly site). To add someone to your ignore list, click "Edit my ignore list" on your userpage, and type their username and a short reason. The only people who will be able to view this are you and the Scratch Team - nobody else will know who you've chosen to ignore

And how do you find people in the website?!?

Drillmaster, Here's how. You can type in their username and their profiles will be at the top of the page. It'll say, "So And So's Stuff". Yup. There you go! ^^

LunaLoveGood is correct. However, sometimes, it's hard to find Scratchers who are new or are usually inactive or any other case, so you can just type this into the url...
http://scratch.mit.edu/users/The Scratcher's Name
For example, if you want to search me up, kingofdallamas, then type...
