Scratch does! Just type your text into a costume and set the angle of the costume to -90 degrees.
What costume exactly? I'm confused!

why would you want to type with your words upside down if it's much simpler and legible to type right side up
Because they want to be unclear so they can say people will never understand them and they can be moody all the time.

A very interesting hypothesis!
I think it has more to do with showing mastery over your chosen medium (text) - kind of like invisible text, fancy smilies, colored text and so on.
Maybe somebody could add upside-down text to one of the informational posts for the forums about interesting things you can do with your forum text? Beyond that, I agree that this is turning into a text playground and the discussion has pretty much stopped. I will close it for now - if anybody has any points of discussion they want to add, just use the Report button to ask that it be reopened.
