Along with scmb1's excellent suggestion of picking a random project from the Top 10, You could drop the projects made by [name] and add a [related projects] section.
It would kill the feedback loop in scmb1's suggestion, and get others a chance.

Well, it would be interesting to see the flow of traffic and causes and effects in the site.
It would interesting to do an A B test of this. (but would be difficult to follow results, perhaps just try it for a few weeks site wide.) I bet you're right, we don't need it. I would rather like to feature ONE project that I like or made, there and/or as a signature in comments I leave... instead of my latests projects (which encourages people to make test accounts.)
I called it a feedback loop and that random 10 to top 3, will not likely fix it.
Getting rid of "other projects by" may help, but people also link to other projects in their project notes. People that know how to copy and paste and know how to self promote are the popular ones in scratch.
I believe the real problem is that we do not have easy and fair ways to promote and categorize projects.
