Instead of Java, it will be programmed in flash, making it completely different from the previous versions. The Scratch Team is completely creating it from scratch (no pun intended) and rebuilding Scratch from the ground up. So it will take a while to get it out.

They are making it in flash, Java has a 10MB limit and many people want a bigger upload limit. 10MB is not enough, and like i said, it's a limit set by Java. Flash doesn't have that limit.

Yes, Scratch Team is following the common practice of going up a full software release number to mark a major departure from the previous version. So there will not be a 1.5 - 1.9, instead it will jump directly to 2.0. And yes, it will be in Flash for the reasons stated above. Java was found to be too limiting.
