I came in 2007, and at that time Scratch 1.1 was released:

Well, when I joined the biggest event that was happening was well, the creation of scratch. (I have been scratching since the first week scratch came out, but I made my midnightleopard account a few months later.) Hmm nostalgia.
Early 2007:
No one knew how to use scratch. The most famous scratcher was Jacobo..
Late 2007:
Some people were getting used to programming. Everyone wanted to make games, no one cared about animations, rpgs, drawings, or any form of rubbish. The most famous user in this erra was OldSchooler2. Archmage was also very popular.
Early 2008:
Mostly games, but a few animations. Nikkiperson2 was famous for her heroine lisa projects.
Late 2008:
This was the darkest era on scratch. 80% of all front page projects were made by the user called Doody. All the projects were just drawings with music in the background. This was the start of RPG's as well. Doody owned the first one called hampsters rpg.
Early 2009:
Soon enough, all galleries were RPGs. Very few galleries were made for actual scratch projects. Add yourself and remix projects were becoming popular.
Late 2009:
A time of war in scratch. Everything was fighting, flaming, arguing, all about the new trend in projects becoming just drawings with music, very short and poor quality animations, and add and remix projects. The original '07ers were very mad at what the programming game world they knew and loved was turning into. Some programmers even made strategies to fix it, none worked.
Early 2010:
Games made a slight comback. 08jackt became increasingly popular, bringing games to the front page. Other non-game projects that actually had quality were also making it to the front page, such as nikkiperson2's newer animations. Also a user called TheExplodingCheez also brought something scratch had never seen before, actual original humor not stolen from movies.
Late 2010:
Games were popular, but no one wanted to make them except a few popular users. Most people began to make short and dull animations. Scratchers began quitting and announcing it in projects for publicity. Very sad.
Early 2011:
Short projects with minimal quality are becoming the most famous. See this project for an example of 2011 projects.

There were less than 20,000 projects, plus what ihaveamac said

Some loser on the front page was harassing people...
... and all the front-page stuff was good - the old MHM comedy, Nikkiperson2, 08jackt. But now the main site is a wasteland.

Jan. 08:
Scratch OSs were very common, most were quite low quality (including mine
)
Scratch 1.2.1 was new.
Games were also common, and unlike the Scratch OSs, most were great, and entertaining.
The animations were still amazing (with correctly timed lip-syncing
)
Most of all, the main website was actually worth looking at, unlike now.
Few people remain that remember those days.

The dawn of hampsters was drawing to a close.

It's not a lie, I know I joined in February. If this happened before I joined, then I must be remembering the Inspiration and More forums from when I did a lot on the website before I joined.
