Just get a hard drive, server software (i don't mean windows server), configure your router, etc.
Not explaining it all here.

When I have time, I will write a full review, but for now:
5.5GB of space on free account, 50MB MySQL (not sure if this is a lot), VistaPanel, Easy installers for blogs and the like.
I would recommend FileZilla for FTP-ing stuff.

The script installer is down, or is it only for those people who pay?

Either 000webhost or T35
I recommend T35 for beginners because it has a simple interface, and it is an online FTP.
T35, hmmmm...

Webs, weebly, and the rest of them are real webhosts.

I find GoDaddy's hosting to be overcomplicated and confusing, and they try to tack on extra fees whenever possible. I use 000webhost for my personal site and AtomicPages for business. HostGator looks promising, though.
