On the bottom of that page it says
You can change your password or delete your account at any time. To change your password, enter your account name or email address on the password recovery page. If you want to delete your (or your child's) account, please email help@scratch.mit.edu and let us know 1) the username, 2) the email address used on the account, and 3) the date of birth used on the account.

Like rufflebee said, e-mailing the Scratch team is what you should do. Use the "Contact Us" link at the bottom of the page to do that.

Well, go to this page, and click on the thing that says "Select one of the following options:" and select "Delete Account" (the second one from the bottom).
Just follow the instructions from there...

On my Planet-Jedward account, I actually have a 'close account' button... is it a glitch or what?

Yeah, probably. 
Try asking the Scratch Team about it in Troubleshooting.

As far as I know, there was a "Close Account" button on your profile. It was said to be removed becuase of unpopularity with the Scratch Community.
