It's not really that poor of a country, I think they can afford computers. Maybe not really fancy advanced ones, but they could buy one at least.

Actually, Taiwan is not poor at all - in fact, it's known as one of the four Asian Tigers (that is, four areas in Asia with a considerable amount of economic power and rapid industrialization. The other three are Hong Kong, Singapore, and South Korea) and is one of the leaders in information technology.
Perhaps you guys need to brush up on your world history and current events.

And if they're leaders in information technology, then they'd want their kids to know basic programming so they can crank out more technology. Thus, Scratch comes into their curriculum.
