Have An iPod Touch? Turn It Into A Cell Phone! (Costs Free-Low Cost)
Here's a way to turn your iPod touch into a cell phone free or low cost! 
Download this app. Open the application and create your account. Then you have unlimited texting for free! However, if you are texting anybody who isn't on TextFree, then they will still pay normal price for the texts they receive from and send to you.
You can also use this app to make calls. However, this is not unlimited, and it requires a headset with microphone, which you get relatively cheap on Amazon.
You start out with 10 minutes. The simplest way to get more minutes is to buy them.
100 Minutes: $1.99
250 Minutes: $4.99
500 Minutes: $9.99
The money you spend is added to your iTunes bill.
If you want to get minutes free, there is a list of apps you can download and open to get minutes. Some are free, and some are paid. You might just download the app, open the app and then never use it again, but chances are you
might find a great app that you are constantly using. I learned about MegaJump, Tap Bistro, and Zombie Farm, all apps that I love by downloading them for
minutes.
So yeah! I recommend this app!

Or, just get a cheap phone if you really want to call/text.

You need internet to do that, so no.

except the only reason i'd get an ipod touch would be because it is not a phone therefore i'd use it
