See it like this:
A president is a major figure of a government. Even still, while he doesn't make laws, he enforces them.
Likewise, curators don't create projects, but enforce them.
This reminds me of the time when people misread "Projects curated by [name]" as "Projects created by [name]"

I'm still not seeing it. Presidents don't necessarily make the laws, but they do have influence. And curators don't "enforce" projects. They just pick ones they think are under appreciated to show everyone else.
