How do you make an animated icon?

You need a software that can make .gifs, like Adobe Photoshop or Easytoon (Easytoon is free, Google it).
First you need to draw each individual frame (a frame is known as a layer in Photoshop and other editors, save it as a .gif, then upload it to your icon.
For more detail, see the notes of this project (you can use other editors than Photoshop even though it says that in the notes).

Inside Scratch? Try hitting the "Costumes" panel, and then click "Paint", or copy the present sprite and edit it. However, if you want to make an animated GIF, get GIMP. GIMP is free, and I use it all the time.
