Pen up when touching help!
Can you guys help me with this?

How do you know that the pen is up? Try changing the pen color; maybe the background is white, too.
Also, if you absolutely know the pen is up, the touching mouse pointer block means the upper-left part of the mouse pointer, where the mouse is "pointing" at, is touching it. So it wouldn't work if only the parts other than the top left part was touching it.
