Problem with setting internal variable of custom block

but I cannot replicate the set i block.  Whenever I drag over the set ___ to ___ block, the only variables in the list are the normal global or local variables for the sprite I currently have selected, not the block's input variables or my upvar.  This is on BYOB 3.0.9 on Windows 7.
