I just ran a computer scan and it said I have 38 viruses.
Then, it gave me a message that said somthing like:

REMOVE ALL SPYWARE AND VIRUSES NOW!!!!!!!!!

You wouldn't happen to have a new antivirus program that you never downloaded, would you?
I once got one called System Security 2009 that told me I had about 100 viruses and wanted me to to buy their software. It changed my background to a message like that and told me every application I tried to open was "infected".
I eventually removed it by booting into safe mode and running Malwarebytes - you should try that if you haven't already. Just repeatedly tap F8 while your computer's booting up and select "Safe mode with networking", then you can download the program and run it.
