PDN (Paint.NET), GIMP, Sumopaint
3 best programs for making anything. I would also say InfranView, but that doesn't really allow you to make images.

I made a logo with that, and saved it as a JPG. How do I set it as my signature?

Host it on an image hosting site, and get the bbcode for it to put in your signature
