I had an XP computer in a reboot loop and it would not start. It took me awhile to fix it because even trying to reformat didn't work.
Reset the BIOS. It's very easy. Take out the battery inside the computer (Looks like a watch battery). Wait 30 seconds (Make sure power is disconnected first before opening and Earth yourself before you open to get rid of static). Put in the battery. If it continues to loop get a new battery for the BIOS.
To see if it is the OS place the hard drive in another computer to see if it boots.

Placing the hard drive in another computer sounds easy... there's not many people that have two computers compatible with the same HD!

As long as both motherboards support the HDD's data standard, what's the big deal? Pretty much the only common ones now are SATA and IDE.

Here's one last trick. This will tell you weather it is a hardware or software issue.
Download Ubuntu USB on to a USB
Go to the BIOS config settings (If you can't get here then it's alreadly a hardware or BIOS issue)
Config the BIOS to check for OS's in the USB drives first. If Ubuntu starts then windows is broken. (Before you reformat copy all important windows files to the USB using the Ubuntu interface).
If it does not boot after the BIOS has done it's check and you have tried the USB thing above then it is most likely one of these things.

Not the hard drive as you used a USB.
Read what the BIOS is saying press the pause button to pause the start up.
If it does not get to the BIOS then it is a hardware or BIOS issue.
(Before continuing unplug power and earth yourself to remove static)
Check RAM connections.
Check Power Connections. Dissconnect the main power to the motherboard and reconnect.
Do a voltage test on the power supply unit. (Voltage may be too low when Hard drive starts.)
CPU might be loose. (Use instructions from the internet to check CPU connections.)
If that does not work;
Replace the motherboard
