It's Wikipedia with the "ia" removed. It came from a machinima that parodies bad fanfiction. The line was "Autor's nose: Uncycyclopedia, which is online encyclopedia like Wikiped, said I was writing story called Quarter-Life: Halfway to Destruction. I don't know where from but I decides to write it anyway!"
Note the intentional misspellings and grammatical errors, one of which is Wikiped, highlighted for everyone to see.

Whatever you write about, check that it's notable first. They have very strict notability policies.
