Generally, both happen if someone posts things that are against the Terms of Use after being warned or blocked before (or if a person creates an account just for spamming or being mean). A block can also happen if an account is used to go around a block on another account.

The way to get an account unblocked is using the "Contact Us" link at the bottom of every page on the Scratch website. There, you can talk to the Scratch Team about getting the block removed. Hope this is what you were looking for ^^
