Nothing, it's a block that was in an earlier version of Scratch but was gotten rid of.

it stops the script offline, and does nothing online.

so it doesn't completely do nothing.

but besides that, yes, it does nothing.

Nothing.
Its what you get when you put a project with a block in that the version of scratch you are loading it into does not have.
For example if you make a project at home with a (Answer) Block in on 1.4 and save the project to your USB then upload it somewhere like school that only has 1.3 which does not have the answer block that block will turn into the obsolete block.
