Any link you include in a comment or in project notes that lead to somewhere on Scratch are automatically turned into a link. However, Forum Topic, Gallery and Project links are also shortened.
Eg:
http://scratch.mit.edu/projects/User/2184148 becomes (Link to project).
http://scratch.mit.edu/forums/viewtopic.php?id=56207 becomes (Link to forums).
http://scratch.mit.edu/galleries/view/22222 becomes (Link to gallery).
In other words.. Just type the link

Actually they are lowercase. 
Also:
