iDeneb as torrent has been out on TPB for years, and it would let you run Mac on Windows, I am not allowed on youtube so I forgot the URL.

Yes, you can always make a Hackintosh. That's a lot of effort for those who just want a jailbreak though.

To make your own repo for Cydia, you most likely will need to host a server.

The default ones that come with Cydia are well known and trusted, and if you just put your package on their servers, more likely it will be found.
