I believe those are sometimes called "public accounts". They're usually discouraged on the Scratch website. It's better if you report the account instead since those types of accounts are easily compromised and can cause trouble later on.

The thread is about accounts where the password is given and anyone can log in. For example, someone creates an account called ScratchCat27850 gives it the password "frenchfries", and then posts info about the password on the forum so anyone can log into the account ScratchCat27850.

There's no account called ScratchCat27850 with password called "frenchfries", I was just trying to make up an example.
