I just noticed that you can't just place the loop blocks in a script, but they have to be around another part of the script before being moved. For example:
You have a repeat 10 block. Inside you have a next costume block. But now you realize before this sequence you wanted to play a single note 10 times, but when you go to put the repeat block above the one already in place, it goes around the other repeat block.
maybe if you want this feature hold down shift or something?

If you drag the repeat block high enough, you should be able to attach it on top of an existing stack of blocks. Look where the white insertion box appears.
