If you're not sure what to contribute on the forums then I have a few suggestions.
Either
~Welcome other new members to Scratch and offer what advice you found useful or..
~Go onto the show and tell forum, view an advertised project and offer advice and feedback on the forum
Thats what I like to do anyways, also reading a lot of the forums I find is really helpful for seeing what kind of other questions people are asking, because they might ask a question you wouldn't have though of asking!!

Scratch is really cool! I am a animator (not a game-maker) but I find scratch a brilliant introduction to flash animation. This is also good considering I cant download flash at the moment!

To be promoted to Scratcher, despite how long you have been here on Scratch, you are considered by the amount of time you spent on Scratch as well as your contributions both on forums and the regular Scratch site. In other words, all you have to do is be more active on both of these!
Being more active on Scratch is worth it.
