Some people upload projects that do nothing (largely as an upload test, though. I've done it once when one of my bigger projects refused to be uploaded to the Scratch website).
I think most people would prefer if you uploaded a project with some kind of content, though. 
Everything is better when you add a little cheddar, because when you have cheese your life is at ease

Yeah, technically you can, but people will be like: "OMG WHAT DO IT DO DIS STOOPID!!!!!!!!!111!!" But you can do what you want.
