Yes this is a problem that's why I created software which stops repeat offenders. If anyone's interested I will create a website.

Most IP tools can detect a location, but, in most cases, it can only go so far as detect a general location (like perhaps neighborhood, city, state, country). I still would not recommend giving it out though, there are some cases where the location could be tracked down pretty close enough from the IP address.

Yeah, when I downloaded mySQL, it used my IP to find the closest mirrors to me.

However, that would stop people from posting several smilies when they're really happy, and if the person doesn't leave spaces between the repeated word, it would look like one word to the program.

Heh, I asked whatismyip.com where I live, and it was right.
Basicly what my software does is when a user is banned. No matter what their IP address is they cannot create a new account. Preventing Spam and Trolls from returning. There will also be a world database which will identify these people so other website owners can see what they have done in the past.
I just need three things.
A website
A 24/7 server
Money
It also might be possible to implement the software into an add on for popular browsers but I don't know how to just yet.

trolls don't bother me. i mean sure I've had trolls comment on my projects before but who hasn't, and has any body thought about just deleting the comments they post. or you could do what i do (not recommended) post something back that is so random (like "two camels in a tiny car") that they just think your crazy and leave you alone.
