There used to be a Close Account feature, but it got removed because Scratchers were worried about people hacking into their accounts and deleting them.
Just e-mail the Scratch Team if you want one of your accounts deleted - use the delete account subject.

Jonathanpb beat me to it, but like he said, at one point there was a button where you could do that, but it was removed. Contact the Scratch Team like he said.
